Overview

For any investment in Information Technology (hardware, software, services) using E&G, University Auxiliary, or Grant funds, use the IT Investment Proposal Form. Exempt from review or approval by the committee are student fee or HEETF funded IT investments. All IT investment proposal requests are subject to review by the VCU Information Security team and the EIT Coordinator.

Types of proposals

There are three types of proposals received by the IT Governance process using the online form:

Proposal For Review: A proposal with an expected direct cost over three years (not including VCU faculty and staff time) less than $10,000. 

Business Case Proposal For Review: A proposal with an expected direct cost over three years (not including VCU faculty and staff time) greater than $10,000 but less than $50,000 using E&G, University Auxiliary, or Grant funds.

Business Case Proposal for Approval: A proposal with an expected direct cost over three years (not including VCU faculty and staff time) greater than $50,000 using E&G or University Auxiliary, or Grant funds.

The time to submit a Proposal is when the requirements have been analyzed and defined such that potential technology solutions can be evaluated.  No specific solution is necessary to be identified in the Proposal.  Any member of the University community may submit a Proposal for a potential investment in IT by submitting a proposal form. HECVAT and VPAT forms must be submitted for all investment proposals.
