Development Programs

PMG offers an integrated series of development programs for staff at varying levels. 

VGLS Cost, Policies, and Checklists


Program costs

Tuition for the Virginia Government Leadership Summit is $2,500 for the four-day program.

Tuition includes program fees, speaker fees, materials, assessment fees, breakfast, lunch, snacks, and refreshments each full day and a reception on Monday evening. Agencies are responsible for all other expenses incurred by participants including travel and board. Participants will be invoiced upon acceptance to the VGLS.


Cancellation, substitution, and transfer policy

  • A processing fee of $100 will be charged for cancellations made less than three weeks prior to the start of a session.
  • Cancellations made less than one week prior to a session will be charged the full registration fee.



Agencies are responsible for all lodging, parking, and other incidental expenses incurred by VGLS participants. If payment is due for your registration, an invoice will be mailed to you. The tuition cost of the VGLS is $2,500 per participant. Tuition may be paid by check, credit card, Electronic Funds Transfer, Electronic Data Interchange or Internal Departmental Transfer.

Checks should be made payable to Virginia Commonwealth University and sent to the address listed at the top of the invoice by the due date. If this date presents a problem for you, please call our office and we will work with you. Electronic payments must contain the account number, the FIN number, and the invoice number. Be sure to send a copy of the invoice with your payment.

The tuition fee covers all program speaker fees, materials, assessment fees, and a continental breakfast and lunch each day.



  • 3 weeks before program start, please:
    • Confirm attendance to the institute using the link in your acceptance letter. If you have any special dietary or physical needs, please let us know at that time.
    • Submit a biographical sketch (no more than one page) by filling out the bio web form. The bios will be placed in the VGLS Participant Notebook.
    • Submit a headshot or photo of yourself to the email for the VGLS Participant Notebook. 
    • Payment: The per participant tuition for VGLS is $2,500. Be sure to send a copy of the invoice with your payment. The link in your acceptance email provides access to print and email your invoice
    • Room Reservations:  The VGLS is held at the The Blackburn Inn in Staunton, VA. A link is provided in your acceptance letter to book a room with our VCU, PMG VGLS room block.
